It was originally going to be Late Afternoon, but because of the limitations in creating hosted races through the original web interface, if I choose Late Afternoon the pre-race practice session starts at 6:17pm, and Sunset for the day set by iRacing is 7:30pm, which means it would already be past Sunset before we got to qualifying. So I moved it to Afternoon to keep us from racing in the dark.

If iRacing would just allow us to dictate the start time for each session using the original website setup, or allow us to limit participation to League members through the BetaUI, we could set it up as we needed.

But for now they have the options split between both interfaces.
